Logistics Procedures

Mass fatalities incident response operations are very resource intensive events. Since many mass fatalities incidents are man-made as opposed to natural events, financial claims for reimbursement will or can be made against an entity that is deemed responsible for the incident. It is therefore necessary to maintain detailed records of costs and expenditures.

The Director of Resource Management is responsible for the accounting of all resources used in the mass fatalities incident response operation. The Logistics Administrator is responsible to the Director of Resource Management for the coordination of all Logistics and general resource management activities.

The Community Auditor or Financial Officer may recommend appropriate accounting policies and procedures for use by the Logistics Administrator.

The Logistics Administrator should be a member of the emergency management team of the affected community since the Logistics activities of the operation continue long after the closure of the actual mass fatalities incident response operation. Local resources and vendors are most likely to be used extensively, requiring the Logistics Administrator to have a sound knowledge of the local business community to maximize effectiveness.
