Disaster SiteThe Disaster Site

Brief Overview

After the casualties have been removed from the mass casualty site, the site will be declared a mass fatalities site and will, at that time, come under the jurisdiction of the Medical Examiner.

Disaster Site operations include Search, Recovery, and Transfer. The purpose of Search, Recovery, and Transfer is to have an expedient and complete recovery of remains, personal effects and evidence. Every attempt shall be made to provide for the sensitive, respectful care and handling of remains, and personal effects while ensuring the secure handling of evidence.

It is imperative that uniform procedures be implemented to prevent the disruption or removal of any remains, and personal effects from the scene until the scene can be fully documented and proper search, recovery, and transfer procedures are implemented. Remains and personal effects shall not be touched or moved by workers until approval and direction have been granted by the Medical Examiner.

Respite Center

A Respite Center is established once long term operations begin at the Disaster Site and Morgue Site. The purpose of the Respite Center is to provide a clean and safe environment for the physical, emotional and spiritual support of the workers.

The Respite Center includes several areas that may provide appropriate food, supplies, rest area, telephones, Internet and television.
